Policy Research and Advocacy
 

The Institute conducts research to be able to come up with policy options for government, business and industry, the academe, non-government organizations and other sectors of society. It also actively promotes certain policies consistent with its development philosophy.

Policy concerns focus both on development and communication (including journalism) issues. Development policy agenda includes education and literacy, environment and resource management, women’s and children’s rights, entrepreneurship, among others.

Communication and journalism issues apply to mass media, information and communication technology, community media, traditional and folk media. Specific policy issues include freedom of information, technology divide, ownership and control, media and culture, language diversity, globalization, among others.

For more than a decade, the AIJC has convened annual multi-sectoral communication policy forums whose outputs influence communication media policies and programs of government and industry.

 
 
Communication Management
 
 
As a communication management consultant, AIJC’s areas of competence include:
information needs assessment; knowledge, attitudes and practices (KAP) survey; training needs analysis; communication audit; change management; management information system; communication planning; communication network design; and communication program monitoring and evaluation.

AIJC’s services in the above areas have been provided to key government agencies including the Office of the President, Supreme Court of the Philippines, various line agencies such as the Departments of Education (DepEd), Environment and Natural Resources (DENR), Agriculture, Land Reform (DLR), Social Welfare and Development (DSWD), and Energy (DOE).

The Institute has been providing consultancy services to the Supreme Court since 1998 through projects funded by various international development agencies including the World Bank, UNDP and USAID (through the Asia Foundation). These projects with the Court were on evaluation of communication program of the judiciary, change management, communication support for the Judicial Reform Program, strengthening judiciary-media relations, and a communication program for the mediation project.

Since communication plays a critical role in change management (organizational change), the AIJC has provided change management consultancy services to critical government agencies including the SC, Bureau of Internal Revenue (BIR) and Bureau of Customs (BOC).

The flow of information and documents within organizations such as the Supreme Court, DENR and DLR has improved after recommendations of internal communication audit undertaken by the AIJC in these government offices were put in place.

 
     
 
 
 

The AIJC has more than a decade of experience in communication campaign planning and management in various sustainable development projects including the following areas: rural power (2006), renewable energy (2005-2006), clean air (2003-2004), persistent organic pollutants (2004), fisheries resource management (1999-2004), coastal resource management (1997-1998), and solid waste management (1983).

Communication program support also has been provided in other development areas such as education, literacy, children (including early childhood care) and women, responsible parenthood, and revenue (tax) generation.

The support services cover preparing and managing communication (media) plans; developing information, education and communication (IEC) materials using various formats; conducting program monitoring and evaluation.

The funding (donor) agencies for the above programs and projects include multilateral agencies (World Bank and Asian Development Bank); UN agencies such as UNDP, UNESCO, UNICEF and UNFPA; bilateral agencies including USAID, The Asia Foundation, and various German stiftungs. The executing agencies of these programs/projects were mostly government line agencies, i.e., departments and bureaus.

The AIJC participated in two important national communication campaigns, i.e., Philippine Centennial Celebration (1996-1998) and the Philippines 2000.

     
Multimedia Editorial Services
 

Multimedia editorial services include conceptualization, writing, editing, design, and packaging of print publications; production of IEC materials such as posters, newsletters and brochures; production of broadcast and audiovisual materials; design and development of webpage; and digitization of documents.

The Institute also pioneered in process documentation of development programs and projects. These documentations were eventually translated into books or video documentaries. Among these are projects for Smokey Mountain and Payatas, Comprehensive and Integrated Delivery of Social Services (CIDSS), Mt. Pinatubo Rehabilitation, and Fisheries Resource Management Project.
